With 10-30 oil and that pressure, you've at least got a HP/HV pump or your gauge is reading wrong. The smart money says it's the pump. I have a HV/HP Milodon pump in mine with 10-40 oil. Cold, I hold 80psi at 1,200 rpm on a rather loose engine. Other possibilities are very tight bearings, system blockage, etc...but you'd normally experience other problems.
