One has to wonder since your method doesn't mention this. You also appear to be missing the part where you pull the chip from the process to be able to actually adjust the timing. If you aren't using a timing light and don't pull the chip you will never be able to get the timing right except by providence. You can eyeball it to get the engine to run but not to get it in tune with the specs. It's also possible that you have the plug wires on wrong. Check that first.
