Just a thought, but you might want to check your valve/ valve guide. If the valve sticks (will not move period) the push rod will bend then the lifter will pump-up trying to take up slack, of course there is more slack than it can correct for, so the lifter is fulling pumped? I had a Cleveland doing almost the same. Valve guides were set up to tight and it would bend several push rods, but I don't remember having lifter problems.
