My 390 wont start. It was surging at idle, and

My 390 was surging at idle and running rich, so I had my holley 650 rebuilt. It didnt fix the problem. I then put new plugs,plug wires, points,condenser and distributor cap on it. It still wont start. I checked the points with a dwell meter and it is right on the money. Any suggestions. It starts but you have to keep the gas to the floor and it sounds like a 4 cylinder on drugs....
