1967 mustang starter problem

I have a 1967 mustang coupe 289 engine. My original 289 block was leaking coolant into the oil pan from a small crack at the rear of the block.The has been changed to a 69 or70 302 block with my 289 crank& rod pistons. The problem I am having is the starter is not disengageing from the flywheel all the time.But some times it will. The starter drive seems to be to tight into the flywheel.
