Yes it should be a tilt-away, check under the dash next to your steering column there should be a plunger type button there. Similar to your door light buttons. Push in on it and your wheel should tilt away.
Check with various mustang suppliers they should have some diagrams for tilt-tilt away wheels. Parts are only available used I believe.
