It sounds like to me the parking cable on the left side is partial applied, frozen and when installing the parking brake equalizer arm it is pushing the shoes out causing the drum not to slide over the shoes, try leaving out the arm and reassy, if the drum slides over the shoes and you can manually adjusts the brakes,check the braking cables and the parking brake adjustment if the cables are free, the cables should slide freely in the casing, hope this helps, bob
