If the head gaskets have either a smaller opening or no opening at one end, that end should be at the front of the block. The idea is to route the water from the pump to the back of the block, up into the heads at the rear of the engine then back along the heads to the front, where it returns to the rad. If you have the (bigger) holes at the front, the water goes straight back up to the front of the engine without circulating round the back to carry away the heat- instant problem! Don't know about your white smoke, but it's starting to get cool here now, so could it just be condensation (steam)? Sort out the head gaskets first then see how the 'smoke' situation looks.
