The 428" heads should have larger valves better ports and larger combustion chambers. THe valves and ports and 4/barrel{?} intake will help it run better, But I think the larger combustion chambers will
{you need to check sizes on both heads somehow}
lower compression ratio Idont know what C/R was on 360" {truck??} but usually not good 8-1?If you could find some pistons with morecompresion ratio would be to your advantage up to 9.5-1 or even mabe 11.0-1 if it's just a weekend playtoy
