428 Balancer / Timing pointer combo

During the assembly of my buddies 428, I can across a discrepancy with the damper/pointer combo. Using a dial indicator and setting up# 1 piston to TDC, the current pointer indicates 6 deg BTC. I tried a damper off a old 390 to elimanate the possibilty of a spun damper but it indicates the same - This engine is being assembled from parts I have had from several years of 428 engines, Is it possible there is differences in pointer assemblys that I am not aware of - IE 428 vs 428 cj vs 428 scj. If memory serves me correct, I had thought all the pointer where the same. Any insight would be appreciated - Thanks, Ed
