Highly doubt they came off a 428 *Mustang* though.
Only 428 I know of in a Mustang was the CJ, and it had 16 bolt holes, not 14. Casting # was C8OE-N.

What you have are lo-po heads, drilled to hold GT exhaust manifolds so the engine would fit in a Mustang. With a lot of porting and CJ sized valves, they could make good high-compression heads, but you'ld be closing in on the price of a set of Edelbrocks, if not exceeding it.
