I can't answer your question, but I can say the staggered shocks on my 3.50:1 4-speed Fairlane Cobra use the identical plate downstairs on both sides, and one of the upstairs shock supports is clearly torched and welded into the new position.
If the upstairs shock support looks the same as you'd find on a 6-cylinder 'stang, then it's likely never been set-up for staggered shocks. If one side clearly looks unusually cut and welded, then it's likely a staggered-shock car.
I've never seen the upper mount of a staggered shock Mustang, but I suspect this will be similar to the Fairlane modification.
