What head casting #s does your '66 428 have? You may have C6AE-R which are excellent and can easily be converted into CJ. The crankshaft is just fine. All you have to do to wake the big 'bird mill up is select induction, match the heads, select the cam, and provide high flow exhaust and there you go.
