The Thermactor bosses are cast into all emissions era (1966-later) FE heads (except 427 race heads), but they are only drilled for GT/PI cammed engines destined for California.
It wasn't until 1968 that all GT/PI/CJ cammed engines required Thermactor in all 50 States. The extra valve overlap of the warmer cam caused too much raw gasoline to flow straight from the intake runner out the exhaust runner, so an exhaust gas reactor was required to clean things up.
Oh, by the way, this is just my opinion. I'm most likely correct, but I continue to seek more printed matter on the topic before I will consider it fact.
