Here's the overflow I'm using...

It has two fittings on top, the hose from the radiator is going to one fitting, the other fitting has a hose that is open to the ground. If what you're describing is the way it should work, then the open hose should be working as a vent, then why isn't the coolant being sucked back into the radiator?
