"C Scratch Block" Question

A friend of mine is rebuilding a 391 FT engine. He asked me to look it over to try and identify it's age and anything else I can. Well It has this c scratched into the back of the block and I remember reading some info on it and something to the effect of it being a better block for overboring. Is this reliable or just a hit or miss kind of thing?
This is a 1969 block and came in a silage cutter originally. It is now being used in a large heavy truck. Any info and ideas are welcome. Thanks!
