What could it be?

At the bone yard yesterday and stumble upon a 1964ish ford galaxie two door.
No vin plates anywhere, but looking under the hood it has an FE engine Here's the ?

The engine is Externally balanced. Of course it has 352 on front of block. There is an old sell paper that says 352 in car. The car has some old mag rims. Dual exhaust. Engine is completely there and turns over. I cant disassemble engine due to yard owner.
I thought all 352s were internally balanced.
Also someone has a 2-barrel on it??
Being it is externally balanced it has me confused.
Any ideas ??
