Only way to know the horsepower your engine is making is to measure it on a dyno. Too many variables to make a prediction. You could purchase one of the software programs like desktop dyno that will allow you to get a good idea of the theoretical horsepower based upon very specific parameters. These programs are fairly good at modeling for seeing how changes will affect the outcome.

As to running 10.50s in the 1/4 mile...that's a pretty tall order for a steel body car. Figure you need at least 700 hp in a 3,000lb car. And that assumes you got the rest of the combination right (good chassis set up, right rear, right trans, etc...). I don't think your engine is going to be anywhere near the power to weight ratio to get you to those acceleration levels.
