Could that be why my radiator spits all the time?

I remember seeing these on other galaxies, and I was wondering if I needed one for the 67 model. On some pictures I see them on there. My radiator spits through the overflow tube most of the time even when the motor temperature is decent at 190 when I turn the car off. It is not much unless the radiator is completely full.
