Tilt Steering Column

I have a 1969 Mach 1 with a tilt steering column. The column does not lock in all positions. I am assuming that something is worn out. Are replacement parts available to rebuild these?

Also, were all tilt columns also swing away? Mine has never swung away, but I don't know if something is disconnected/missing or if it is not a swing away column. Does anyone have a diagram showing the individual pieces of these columns?
