It depends on what kind of mufflers you are running. If they are high performance mufflers, and not an inexpensive kind, the cutouts will not be worth it. It will create a whole lot of noise on the inside of your car and add a negligible amount of power. High end mufflers are designed to scavenge the exhaust gasses and develop power from the scavenging effect.

That has been my experience with cutouts.
