Well, the difference between the Low and Medium Riser heads is a little hard to tell just by looking at them. Medium Riser heads will give you more performance and have larger valves and combustion chambers. The name Medium and Low Riser is actually from the intake manifold, where a Low riser sits as low as a regular 4bbl intake and Medium Riser sits another 2-3in higher. Low and Medium Riser intakes and heads are interchangable.
And yes, Ford did make some High Riser heads and intake. The angle of the heads on a High Riser is about 45 degrees, way too steep to match a Low or Medium Riser. You have to use the High Riser intake. Also, the High Rise set up is only for drag racing, as its ports are too big for the street and the heads and intake have no heat crossover passage.
