Drag Pack & 428SCJ

Are all cars with a factory drag pack a SCJ ? I have an early built '69 R-code that lists an optional rear axle as an option.In parentheses it states, (Drag Pack after 2/20/69). My car was built on 11/19/68. I think it is a SCJ, but it doesn't state it on my standard report. Am I right ? It also has a "V" code rear axle and close ratio four speed.
