I use mine.

It's official function is to splatter oil on the fuel pump eccentric, but the timing chain is sloppy with pressure-fed oil from the front cam bearing, so there is plenty of oil which indirectly hits the eccentric.

All FE's seem to have come with the slinger originally. I've never heard of problems from those folk who have claimed to remove it, so it's presence or absence is probably not something to be concerned with. You may wish to inspect the fuel pump arm to look for wear. I suspect you'll find it plenty oily without a slinger. Also, fanbelt alignment will not be affected by the presence or absence of the slinger.
