Is it a 428 CJ?

Ok guys I need some help. I don't know much about the FE engines (289 Hi-Po - but that's another story).
Anyway, I'm bidding on a 428 shaker hood 69 Mach 1. The data plate says K-code, but the owner says "the 428 has been rebuilt and it's not a numbers matching car". He's being pretty closed-mouth about how he knows this. He also mentioned he thought it had been drag raced prior to restoration (what else is it made for?). Since I'm doing this from a distance, how do I tell somebody didn't stick in a tired Galaxy 428 and bolt a few CJ parts on?
