The 1969 Fairlane steering column quite different in detail form the 1970. I suspect you can retrofit a 1970 column if you are willing to do some minor filing and such, but the locking steering in the 1970 probably means that some pipe/tube diameters are larger and even the firewall/dash bracing is redesigned for these larger diameters and extra mechanisms.

A proper changeover is probably rather involved.

I've got a 1969 steering column or two, but no diagram.
