No, those bolts don't mean you have a 428. FE casting molds often contained a mix and match of block parts, so there's very little you can look at externally to confirm that you have a 428. Your best bet is to see what the bore and reciprocating assembly looks like. Other external clues, like the "C" and "A" marks on the back of the block and the "428" that might be visible on the water jacket under a freeze plug are hard to see with the engine in the car.
